I don't know how "scary" they are, but these are my favorite haunting songs &/or performances: "Cold Kisses" by Richard Thompson, "Shankhill Butchers" by The Decemberists, "I Want You" by Elvis Costello, "Hurt" by Johnny Cash, and "Sam Stone" by John Prine.

For sheer creepiness I think you have to go with some old Black Sabbath, like the songs "Black Sabbath" or "Sabbath Bloody Sabbath".
Also, Tom Waits has some very dark stuff like "Earth Died Screaming". Pink Floyd's "Careful with that Axe, Eugene" has the most blood
curdling scream I've ever heard in a song.

If you are looking for scary songs you need to look at Scotty Wiseman's "Brown Mountain Light". The song was recorded by several people/groups
but the better know versions are by The Kingston Trio and The Seldom Scene.
